Popular sites need to put more thought into the content they release!

By now everyone has heard of the economic stimulus plan being passed by Congress.  Individuals earning up to $75,000 will receive checks for $600 while married couples earning up to $150,000 will get checks for $1200.  This isn’t an overly complicated idea to understand, however, I have not been able to find answers to a few questions I have had anywhere.  I read Q&A sessions on the plan all the time on Yahoo, CNN and such and none of them ever provide answers to all the general questions a person would typically have.   To me, these large hit sites should give a thorough analysis to provide users with deep, informative content.  For the economic stimulus plan, I have not seen any questions answered about floor earnings for a rebate.  Does any individual who earned any amount of wage under $75,000 receive a check?  If so, why?  Some teenagers work oddjobs or work for a two week stint and earn a quick $300-$400 to buy something.  Since they worked and made less than 75K, do they receive a $600 check?  I haven’t seen any stipulations in terms of a floor for someone receiving a rebate check.  If I were publishing articles on the story, I would make sure the “experts” answered as many of the general questions about a topic as possible meaning that the ceiling of something is discussed as well as the floor!
